Most of us have saving bank account. At times we end up having many bank accounts. It’s not easy to keep track of multiple savings bank accounts, infact it breeds confusion. But ignoring a bank account for a long time can cost you time, money or both. In this article we will explain about bank accounts which are not operated for 2 years, a.k.a dormant accounts, why bank makes them dormant, how to re-activate them.

Overview of Dormant and Inactive Account
- If there have been no transactions in your savings or current bank account, credit or debit other than interest payments credited by your bank or debiting of service charges, for more than 12 months, the account becomes inactive. And if the period exceeds 24 months the account is declared dormant or inoperative.
- The bank makes the saving bank account inactive or dormant to safeguard your money from any risk of fraudulent transactions.
- An inoperative/dormant account does not affect your credit history or Credit Score.
- Once an account turns inactive or dormant, you can’t perform several operations. For ex: You can’t request that a cheque book be issued, the address be changed, the signature be modified, a joint holder be added or deleted, or an ATM/debit card be renewed
- Even after your account turns inactive or dormant, interest is still credited to your saving account regularly.
- If the account balance is below the average minimum requirement of the bank, you may be penalized also. From 2016, The RBI has asked banks to stop imposing charges for non-maintenance of minimum balance once the balance in a savings account touches zero.
- You can reactivate your account any time to operate it or close it.
- To reactivate an inactive account you need to conduct a transaction by cheque or ATM or internet banking
- To reactivate a dormant account, submit a formal application to the bank stating the reason for your absence. Usually, banks will require the account holders to present themselves with address proof and identity documents, at the nearest branch, to complete the Know Your Customer (KYC) formalities. According to RBI’s guidelines, banks cannot levy any charges for activation of a dormant account.
What is inactive and dormant bank account?
If there have been no transactions in your savings or current bank account, credit or debit other than interest payments credited by your bank or debiting of service charges, for more than 12 months, the account becomes inactive. What kind of transactions keep the saving bank account active?
Any credit or debit transactions done by a Customer in his Account, called as Customer induced transactions, keeps the account active. Some of the transactions are :
- Transactions through cheque.
- Cash or cheque deposit.
- Withdrawal or deposit through ATM.
- Transaction through internet
- Transaction by standing instruction, ECS and EFT.
- Inward/Outward bill.
- Mandate for crediting interest earned on Fixed deposit to Savings Bank Account
Even mandate for crediting interest from FD to Saving Bank Account is a Customer induced transaction ?
There may be instances where the customer has given a mandate for crediting the interest on Fixed Deposit account to the Savings Bank account and there are no other operations in the Savings Bank account. Since the interest on Fixed Deposit account is credited to the Savings Bank accounts as per the mandate of the customer, the same should be treated as a customer induced transaction. As such, the account should be treated as operative account as long as the interest on Fixed Deposit account is credited to the Savings Bank account. The Savings Bank account can be treated as inoperative account only after two years from the date of the last credit entry of the interest on Fixed Deposit account.
Why does the bank make the saving bank account dormant?
The bank makes the saving bank account inactive or dormant to safeguard your money from any risk of fraudulent transactions. The classification is there only to bring to the attention of dealing staff, the increased risk in the account. There have been cases in past of the bank employees who had access to internal information on accounts, which have not been operated by account holders for a long period of time. Once such employees manage to get a sample of the account holder’s past signatures, it becomes very easy for them to use withdrawal slips and access the funds, albeit small in size. Hence, for safety purposes, banks group such accounts into a single pool and maintain details of inactive accounts in a separate ledger.
Is making account dormant same as freezing of the bank account?
No. Freezing of bank account means there will be no transaction in that account until further notice. No money can be debited from the account from the specified date. All payments will be stopped even in case of cheques issued earlier by the account holder. However, any deposit already in the pipeline can be credited. Regulators such as the Reserve Bank of India, Securities and Exchange Board of India, income-tax authorities or courts have rights to order a freeze bank accounts. For example,Kingfisher accounts were frozen as the Airline failed to clear dues of Rs.40 crore to the tax department. Even the Sahara Group accounts were frozen by the market regulator the Securities Exchange Board of India (SEBI) as per an order by the Supreme Court. What happens when account becomes inactive or dormant?
Once an account turns inactive or dormant, you can’t perform several operations. In case of an inactive account you cannot request that a cheque book be issued. Once an account turns dormant, the number of restrictions increases even further. You can’t request that a cheque book be issued, the address be changed, the signature be modified, a joint holder be added or deleted, or an ATM/debit card be renewed. You will also not be able to withdraw money from an ATM or carry out any transaction either through internet banking or a branch of the bank.
What are the other disadvantages?
An inoperative account may not affect your credit history. But, it would attract a penalty, depending on the bank’s policy. The penalty is levied only for the period during which the account is classified as being non-operational. This charge of Rs 50-200 is mostly levied on an annual basis.
Additionally, if the account balance is below the average minimum requirement of the bank, the customer may be penalized also. The charges may be hugely different for public sector and private sector banks. For instance,
- If you are holding an account with HDFC Bank, the average minimum balance if the account is held in an urban area or metro is Rs 10,000 and for an account held in a rural or semi-urban area is Rs 5,000. A charge of Rs 750 would be levied on a quarterly basis if this minimum balance is not maintained.
- At Union Bank of India, failure to maintain a minimum average quarterly balance of Rs 1,000 in an urban area would attract a penalty of Rs 90 and for Rs 500, a penalty of Rs 60.
These charges are deducted directly from the account.
What about interest on the bank account?
However, even after your account turns inactive or dormant, interest is still credited to your saving account regularly.
Does bank inform on making bank account dormant?
Normally, the bank would intimate the customer two to three months prior to the account becoming inoperative. If you still don’t take any action, the bank will send a letter declaring the account dormant.
How to reactivate the bank account?
You can reactivate your account any time to be able to operate it or close it. RBI only instructs banks to exercise due diligence with inoperative accounts. The actual process of reactivation may vary from bank to bank. The account usually gets activated within 24 hours.
To reactivate an inactive account you need to conduct a transaction by cheque or ATM. In case you have other active accounts, you could send the bank a secure message from your Personal Internet Banking ID instructing it to debit Re 1 from this account to another.
To reactivate a dormant account, submit a formal application to the bank stating the reason for your absence. Banks are expected to exercise due diligence in verifying customer credentials before reactivating accounts. Usually banks will require the account holders to present themselves with address proof and identity documents, at the nearest branch, to complete the Know Your Customer (KYC) formalities.According to RBI’s guidelines, banks cannot levy any charges for activation of a dormant account.
How can you prevent the account from becoming inactive or dormant?
Keep using your account before it turns inactive or dormant. Carry out a transaction, Withdraw cash, transfer funds through any of the banking channels, or make a cheque payment to ensure that your account remains active. Carry out a transaction once in a while, at least once a year, in all your accounts if you want to escape bearing the penalty or having to run to
If you have shifted cities or countries, you can use net banking to transfer small sums between two accounts. If the account is no longer useful, best is to close the account.
How to close bank account?
If you do not intend to use an account, close it. Write an application with your account details and submit it to the bank branch. You may be required to submit the unused cheque leaves and ATM card. The account is usually closed on the spot. Letter is addressed to manager of the bank and says Ref: CaClubIndia bank account closing letter request

As per the RBI norms, a savings/current account is treated as inoperative/dormant if no transaction has been conducted through it for over two years. The segregation of inoperative accounts is to reduce the risk of fraud. However, the guidelines state that the customer should not be inconvenienced in any way just because the account has been rendered inoperative. One should be allowed to operate such accounts after due diligence conducted as per the risk category of the customer, which means ensuring the genuineness of the transaction, verification of the signature, etc, of the customer. In your case, the cheque deposited in your account should have been accepted and the account should have been continued as a running account after due verification with the help of your identity and address proof.

Question: I was working in HGS call center and on 12.09.2014 i was exit from company.But after few month later when I visit to indusland bank that was linked to my salary account, I socked to see that my salary account has been converted to saving account and also it show me negative balance.
Then I sad to the bank executive to close it but they told me that I have to pay the negative amount first then it will close.
So I kindly inform me if I have not pay negative amount then what will be happen?
Will bank take any leagal action against me?

So i talked with the bank executive they told me they will restart my account with 0 balance. So after confirming that my current account balance is 0 now i updated my account number that was mentioned on my passbook for my salary account in my company. Now i didn’t receive my salary of this month. I called to Customer care and the executive said that i have 2 accounts linked one is saving and another one is current. The account number that i have updated for my salary ( mentioned on my passbook) is the saving one and inactive now. Now what should i do?? Will my salary be updated if i go to the branch of hdfc?? or i would have to contact my company hr?

I have an ICICI bank salary Ac. since 2013, At present my Ac. was dormant Oct.2016, one of my relative transfer 20K on my Ac. If i was going to withdraw money by ATM my card was block, I ask my problem to ICICI bank executive in a Hinjewadi Branch, she say ur AC. was dormant and for activation give ur KYC we will solve ur problem with 2-3 days, I was submitted my KYC. The bank employee had no right to break your ATM card and documents. You can complain to her manager or the grievance cell in ICICI bank.

My mother opened an savings bank account in Catholic Syrian Bank in 1993, and operated till 1994, after that it became dormant, when I went to the bank to either close the account or to activate the account, they couldn’t find the account details through online in their bank, but they were able to find hard copy of the account in the branch, what should I do ? Write An Application
You will have to write an application to make your dormant account active.
Application should be addressed to the branch manager.
You should request for the activation of the account and state the reason of not transacting since two years.
Application should be signed by all the joint account holder.
Carry KYC Documents
Activating a dormant account requires the procedure similar to opening account. You have to produce these documents
a. Two recent passport size photographs
b. Copy of address proof

i have hdfc account but i could not maintain minimum balance for the last 1 year and i dont need it when i contacted bank to close my account they asked to pay rs 3500 but i did nothing and now each month their message is coming “your account is levied rs674 for non-maintenace ogf minimum charges”. Has your account become inoperative i.e you have not used the account for more than a year for any transactions.
If it’s inoperative/dormant then bank cannot charge you.
I will suggest to go talk to Branch Manager and explain the situation. RBI have laid down guidelines to prevent these kind of charges for dormant/Inactive accounts (See below news articles)

Can Bank charge negative balance for non maintain minimum balance
Banks charge penalty if you do not maintain minimum balance in your saving account. Private Banks have higher limits for minimum balance. They charge more penalty than PSU banks. Private banks also charge penalty more often than PSU banks.
Banks deduct the penalty amount from the account after the end of each month, if they charge it monthly. While they deduct penalty after the end of every quarter, if they charge it quarterly.
In case you don’t have enough amount in the account, your account balance would go into negative. Whenever, any amount comes into the account this negative amount would get deducted automatically.

The amount will be in dormant account. To claim it you would have to reactivate the dormant account.

My name is Swapnil & in May 2010 I opened Salary account with Standard Chartered Bank (SCB). In April 2012 I changed my job & since my current employer won’t have any tie-up with SCB I opened Salary account in different bank. In September 2012 I got letter from SCB stating they converted my Salary Account to Savings Account & for continuation of account I have to submit KYC & account balance should be non-zero. If I won’t submit KYC or my balance is zero till March 2013 they are gonna close my Account. As anyway I do not want to continue account, I neither I submitted KYC nor made any transactions so that my balance became non-zero. When I visited SCB in December 2015 to my surprise they told me my account is converted from Savings Account to Dormant Account. There’s negative balance of Rs. 9500/- & in order to continue with account closure I have to pay Rs. 9500/-. I received monthly statements each month & none of the statements comprise this negative balance. As per RBI directive, SCB should notify me that my account is becoming dormant but they haven’t did that. There executive told me if account is dormant they do not send any account statements. Even on there website they say “If the balance in the account as on September 30th, 2013, continues to be zero (post levy of unrecovered charges, if any), we would be closing the account without any further notice.”. I want to know as accounts are dormant, there is no service provided and hence ideally there should be no charge. I am planning to file law suit against SCB as they are incorrectly charging me for my dormant account closure & not intimated me anythig about this. Please let me know shall I go ahead ?

As per RBI, The segregation of the inoperative accounts is from the point of view of reducing risk of frauds etc. However, the customer should not be inconvenienced in any way, just because his account has been rendered inoperative. The classification is there only to bring to the attention of dealing staff, the increased risk in the account. The transaction may be monitored at a higher level both from the point of view of preventing fraud and making a Suspicious Transactions Report. However, the entire process should remain un-noticeable by the customer.

In 2014 the Reserve Bank of India has asked banks not to charge any penalty for non-maintenance of minimum balance in dormant accounts. Savings accounts and current accounts are treated as dormant if there are no transactions for over two years.
From HDFC bank website:
Savings and Current account not operated for a continuous period of more than 2 years by customer(excludes system generated transactions like credit interest/debit interest) will be treated as a Dormant Account in the interest of the depositor as well as the Bank. The depositor can request the bank to activate the account for operating it.

Although there were induced credits ie FDR interest, the banks CBS system did not reckon the same . The bank also did not sent any intimation/ notice while classifying the account as Dormant. The bank debited ( service charges ) to my account while classifying a/c as dormant which were subsequently reversed on my pointing out . However , the bank has yet to respond to my letter on other two points ie reckoning the induced credits for classification of account & levying service charges for classifying the a/c as dormant . No notice was sent when the account was classified as Dormant .I have taken up the matter with RBI ,reply for which is awaited .
